Inherited a system?

A hydrant nobody can reach

Parked in front of, fenced behind, or buried in landscaping. It passes every visual check right up until the truck needs it, so access is part of the finding and we price the fix with it.

A dry-barrel hydrant holding water is a hydrant waiting to freeze. It only shows up when the hydrant is opened and watched, which is why operating them is part of the annual and not just looking at them.
